    - This study assesses the impact of recent EU public procurement legislation on strategic goals such as cross-border procurement, SME participation, and competition.Based on the assessment of the most recent TED dataset SME participation in procurement is increasing in most countries whereas cross-border contracting and competition are still areas where further improvement is needed.Therefore, we propose digital end-to-end processes,interoperability, and a one-stop shop procurement portal as well as an improved management of data quality. This document was prepared for Policy Department A on request of the Committee on the Internal Market and Consumer Protection.
